Job Description

Under the overall guidance and direct supervision of the Business Development Manager (BDM), the Bid Officer, will work closely with the Tender Team to create and review bid responses/Proposals. The bid officer’s role is to ensure that bids are successfully priced and profitable to the Company. The bid officer should be a good tender writer who knows how to write Tender/Bid response (s) and who will make the tender stand out amongst competitors.

Duties and Responsibilities:

  1. The Bid Officer shall find all relevant tenders, select and submit those that are potential winners for DEEQA to the BDM.
  2. Provide advice on new tenders issued and sourcing the bid documents;
  3. The Bid Officer through bids submission, shall describe how DEEQA as a company will solve a business problem, provide the service required or supply the goods requested.
  4. Analyzing the requirements within the Tenders.
  5. Designing a solution that meets the Tender requirements.
  6. Coordinates proposal process, following standard procedures, including planning, review, and production of statements of qualifications and proposals.
  7. Gathers and researches information to include in proposals, including resumes and project summaries.
  8. Reviews, organizes, and edits written documentation to improve clarity.
  9. Developing a compelling proposal that will meet the requirements and stand out from other bids.
  10. Producing a pricing structure that will win the bid as well as produce a profit by the end of the project.
  11. The Bid Officer shall also under take market survey/research in order to provide competitive prices for the Financial proposals/Quotations or Bid submissions.

  13. Sticking to tight deadlines
  14. Updates leads, resumes, project descriptions, and text libraries in the Tender Team’s database.
  15. Assists in the development of other marketing tools such as brochures, company profile, etc.
  16. Engages senior technical and Engineering/Management staff to obtain necessary information in preparing proposal responses that substantially conforms to Tender requirement.
  17. Coordinates with technical staff to develop, research, track, and follow-up on leads.
  18. Participates in strategic planning that includes evaluating marketing intelligence, identifying customer concerns, and key issues, and developing win strategies.
  19. Knowledge and experience with office procedures, systems, and protocols required.
  20. Assist in the day to day hard and electronic file organization.

Knowledge, Skills, and Abilities:

  • A Strong Knowledge of RFP and proposal process is required.
  • Ability to collaborate with Company Executives, Project Managers and relevant consultants/Engineers in the proposal preparation process.
  • Must be a self-starter with the ability to manage multiple priorities/tasks, and possess strong organizational skills.
  • Possess strong communication skills, interpersonal skills, time management skills, PR skills and presenting skills.
  • Should be business-minded, multi-tasker who knows how to organize and prioritize.
  • Showing an understanding of the bid process
  • Industry-specific knowledge and background
  • Strong and effective communication, writing, and computer skills are essential.
  • Must be able to independently manage a challenging workload when faced with unexpected changes in priorities and deadlines.
  • Knowledge of document management methods
  • He must have a strong background in mathematics and accounting, to be able to deal with abstract and tangible variables.

Experience Levels:

  • Minimum of 5 years of experience in bid and proposal management.
  • Has proficiency in Microsoft Office.
  • Experience securing large contracts
  • Cloud software experience and Knowledge in other relevant computer software programs is an added advantage.
  • Previous work experience in harsh environmental conditions is desirable.
  • Obtaining proposal management experience
  • Demonstrating previous exposure to contracts and an understanding of basic contract language.
  • Providing proven leadership and management experience.
  • Possessing experience interacting with executive-level staff.
  • Education and Training Requirements
  • A first level university degree with a combination of qualifying experience or equivalent in Engineering (preferably civil Engineering), Business Administration/ Management, Procurement or related field is required.
  • Experience in proposal writing is required.
  • Advanced user in Microsoft Office Suite (Word, Excel, PowerPoint, and Access) and Adobe Creative Suite including In Design (Photoshop and Illustrator a plus).
  • Strong understanding of marketing principles within the A/E/C ( Architects/Engineers/Contractors) Industry.
  • Strong experience with designing marketing material is preferred.

Language Skills:

Satisfactory English proficiency to meet job requirements and to adhere and comply with safety, health, and security measures.
